比利亚娜·万科夫斯卡(Biljana Vankovska)博士是北马其顿斯科普里圣基里尔·麦托迪大学哲学学院,安全、防务与和平研究所,国际关系与和平研究的全职教授(终身教授)。1997-2000年担任哥本哈根和平研究所客座高级研究员,2000-2013年担任奥地利,Stadschlaining,欧洲和平大学(EPU)教职员。2001-2002年,她在总部设在日内瓦的武装部队民主控制中心(DCAF)担任高级研究员。她是学术期刊《安全对话》的主编。她的研究兴趣包括国际安全、和平与冲突分析、军民关系、过渡司法和巴尔干事务。万科夫斯卡教授发表著作250 多篇,其中包括:专著,书籍章节,教材,和论文等。
Dr. Biljana Vankovska is Full Professor (tenured) of International relations and Peace Studies at the Institute for Security, Defense and Peace, Faculty of Philosophy, Ss. Cyril and Methodius University, Skopje, Macedonia. She was a Guest Senior Research Fellow at Copenhagen Peace Research Institute (COPRI) in 1997-2000, faculty staff member at the European Peace University (EPU), Stadschlaining, Austria in 2000-2013. She worked as Senior Fellow at the Geneva-based Centre for the Democratic Control of Armed Forces (DCAF) in 2001-2002. She is chief editor of the academic journal Security Dialogues. Her research interests include international security, peace and conflict analysis, civil-military relations, transitional justice and the Balkans affairs. Dr. Vankovska’s frame of 250+ publications include: books, books chapters, teaching materials, papers etc.

讲座主要聚焦像马其顿一样的小国(包括极小国)的外交政策发展。首先,讲座将简要回顾北马其顿在国际关系中的地位、在获得国际承认方面遇到的最大困难以及不惜一切代价加入北约和欧盟的努力。在一味“朝向西方”的同时,北马其顿国家领导层完全忽视了不断变化的国际秩序和地区背景。在2020年3月北马其顿成为北约正式成员国的那一刻,巴尔干地区已经变成了一个多极的微观世界,军备竞赛正在进行。讲座的第三部分将把注意力转向摇摆不定的中北马双边关系以及被证明是“文盲”的北马其顿精英们在小国外交政策上没有充分利用好的一些机会。
The main focus of the lecture is on the development of the foreign policy of a small (Lilliputian) state such as Macedonia (1991-2020). At the beginning, there will be a short historical overview of Macedonia’s position in the international relations and its paramount troubles in gaining international recognition as well as its efforts to get accession into NATO and EU at any cost. While exclusively “looking to the West”, the state leadership has totally neglected the changing international order and regional context. At the moment it became a full NATO member state (in March 2020), the Balkan region had already transformed into a multipolar microcosm with an ongoing arms race. The third part of the lecture will turn the attention to the wavering Sino-Macedonian bilateral relations and the chances not used by the Macedonian elites that proved to be ‘illiterate’ when it comes to the foreign policy of small states.
